DNA arrays are now widely used in academia and industry, and expression profiling is recognised as a major tool for basic research as well as for drug development. It is also likely, in the near future, that DNA arrays will be used in clinical laboratories for diagnostic and prognostic purposes. Since several types of arrays are being used, the coherence of results obtained using these diverse platforms becomes an important issue: to what extent can data obtained in different laboratories and (...) with different equipment be combined? Several recent papers address this issue and demonstrate that the expected agreement is not necessarily found. Consistent results can be obtained, but this requires careful identification of the genes assessed by the arrays, and scrupulous adherence to strict experimental procedures. Until quite recently, recombinant DNA technology was not able to deal with DNA molecules larger than 20–40 kb. This is a serious limitation for the study of mammalian, and in particular human genomes whose total length is approx. 3 × 106 kb, since the best resolution of genetic and chromosomal analysis is usually the rough equivalent of 1000–5000 kb. Three recently developed methods promise to bridge this gap: pulsed field gel electrophoresis, which can analyze megabase‐sized DNA fragments; cloning in yeast, (...) which can clone and propagate DNA fragments of several hundred kb; and jumping libraries, which allow ‘jumping’ over large distances along the chromosome. Although DNA microarrays are now widely used in research settings, they have been slow to penetrate clinical practice in spite of their apparent advantages. This is due to the very different requirements for a clinical test in contrast to a research tool, and to a strict necessity for demonstrated clinical utility. There is a clear differentiation between two types of DNA array tests: “genomic” diagnostics, developed to ascertain the presence or absence of mutations, deletions or duplications, and for which clinical (...) evidence is already established, and tests using expression profiling for prognosis or predictive purposes, in which case the clinical correlate must be proven. Most array diagnostics currently used belong, understandably, to the “genomic” variety. It is to be expected that future improvements in tailored technology, as well as a logical trend towards measuring an ever‐increasing number of parameters, will ensure an important diagnostic role for DNA arrays in the coming decade. Fragile X‐linked mental retardation is an enigmatic inheritable syndrome in which severe mental retardation, a cytogenetically detectable fragile site at Xq27.3 (FraX) and a number of dysmorphic features are associated. Genetic analysis shows that the mode of inheritance is more complex than a straightforward X‐linked recessive trait and probably involves a two‐step process for which several models have been proposed. Early attempts ‘at cloning the fragile site’ provided several DNA segments lying in its general vicinity, and large scale DNA mapping (...) methods were extensively applied in an effort to generate maps including this region. These efforts were complemented by more focussed methods such as microdissection; together these approaches have now provided a number of DNA segments within a 5cM interval around FraX, and with the help of these new probes the site is indeed being cloned. Unravelling the nature of the sequence(s) responsible for the mental retardation syndrome will probably take some time, however. (shrink)

The serological properties of the major histocompatibility (class I) antigens of mammals have raised many questions about the structure and function of these molecules. Over the past four years the cloning of their gene sequences has begun to provide some of the answers to these questions. The structural analyses have demonstrated close similarities between class I genes of man and mouse, established the existence of numerous class I pseudogenes in human and murine genomes, and indicated the importance of gene conversion (...) events in regulating the sequence diversity of this gene family. In addition, the ability to construct new class I genes in vitro and to transfect cultured murine cells with the synthetic sequences is permitting new tests of the functional organization of these genes in relation to their structure. DNA arrays have become the preferred method for large-scale expression measurement. Such data are needed in view of the large amounts of sequence data available: expression levels in a number of different tissues or situations provide a first step toward functional characterisation of new entities revealed by DNA sequencing. Although the basic principle of measurement is in all cases based on hybridisation of a mixed probe derived from tissue RNA to large sets of DNA fragments representing many genes, a number (...) of different forms of implementation of this principle are at hand. They are briefly described and compared, emphasizing the important issue of sensitivity and sample requirements and the accessibility of the methods to academic scientists. When these factors are taken into account, it appears that, contrary to a largely prevalent impression, the “best” approach is not necessarily always provided by the widely advertised glass microarrays or oligonucleotide chips. This paper presents the results of a within-subject experiment testing whether an increase in the monetary stakes by a factor of 50 – which had never been done before – influences individual behavior in a simple ultimatum bargaining game. Contrary to current wisdom, we found that lowest acceptable offers stated by the responder are proportionally lower in the high-stake condition than in the low-stake condition. This result may be interpreted in terms of the type of utility functions which characterize the (...) subjects. However, in line with prior results, we find that an important increase of the monetary stakes in the ultimatum game has no effect on the offers made by the proposer. Yet, the present research suggests that the reasons underlying these offers are quite different when the stakes are high. (shrink)

Since this is the case, it is natural that literary criticism faces new, lofty tasks: tasks of analyzing literature in connection with those economic, societal, and moral processes which characterize social existence today. This was stated clearly both at the Party Congress and in the Resolution of the Central Committee of the CPSU "On Criticism in Literature and the Arts" [O literaturno-khudozhestvennoi kritiki]. Two types of variables impact face recognition: estimator variables that cannot be controlled and system variables that are under direct control by the criminal justice system. This article addresses some of the reasons that eyewitnesses are prone to making errors, particularly false identifications. It provides a discussion of the differences between typical facial memory and eyewitness studies and shows that the two areas generally find similar results. It reviews estimator variable effects and focuses on system variables. Traditional facial recognition researchers (...) rarely study system variables but reveal important factors that police and policy makers should consider with regard to eyewitness identification and the courts. It concludes that there is still room for considerable improvement in identification procedures and wants to encourage more system variable research as a means of reducing wrongful convictions. Heart rate variability (HRV) is an indicator of the regulation of the heart, see Task Force (Circulation 93(5):1043–1065, 1996). This study compares the regulation of the heart in two cases of healthy subjects within real life situations: Marathon runners and shift workers. After an update on the state of the art on HRV processing, we specify our probabilistic model: We choose modeling heartbeat series by locally stationary Gaussian process (Dahlhaus in Ann Stat 25, 1997). HRV is then processed by the (...) combination of two statistical methods: (1) Continuous wavelet transform for calculating the spectral density energy in the high frequency (HF) and low frequency (LF) bands and (2) Change point analysis to detect changes of heart regulation. Next, we plot the variations of the HF and LF energy in extreme conditions for both populations. This puts in light, that physical activities (rest, moderate sport, marathon race) can be ordered in a logical continuum. This allows to define a new index based on HF and LF energy that is log HF + log LF which appears relevant to measure HR regulation. The results obtained are pertinent but have to be completed by further studies. (shrink)

What international law has come to describe as genocide has evidently become a privileged form of politics in the 20th century. In this perspective, three questions present themselves-genocide’s relationship to the past, its nature, and its future. When compared to ail previous massacres, the extermination-form seems to be original, even though it draws on an ancient arsenal of forms of hatred . Genocide is state violence taken to the extreme, a violence that defies the logic of war and depredation and (...) is instead preferentially directed against its own populace. In the end, genocide finds its purpose in the prospect of self-purification, which, totally in disregard of the conditions required to form an authentic people, can proceed as far as self-extermination. Genocide’s goal can thus no longer besought in the elimination of the victim, but rush, r fist and foremost in terms of a radical crisis in the construction of identity. If Nazism is the most extreme example, the genocide in Rwanda appears to be the most pure. One might think that industrialized States have passed beyond this stage, because they judge it too costly, but that they have bequeathed it to the entities they dominate, whose identities have been gradually shattered under the pressure of decades of colonization, and now of globalization. They were soon published in book form as Authority and the Individual. However, Russell started late in the year to write them, and manuscripts for the lectures show that he (...) encountered difficulty. Surviving in his archives is a false start on the concluding lecture, “How to Promote Initiative” (filed at  .). Lecture  had been called “Control and Initiative: Their Respective Spheres”. Lecture  was finally titled “Individual and Social Ethics”, but an early outline had it as “Principles of Reform”. In the false start Russell described how devolution of authority and individual initiative could be embodied in practice. He provided recipes on how to accomplish this in specific spheres of society: local government, industry, newspapers, books, and education. In replacing the nine leaves of manuscript, he had not come to disagree with them. Instead, as readers of what follows and the final lecture of the book will allow, he now engaged the topic at a higher level. Russell at this time was a friendly critic of the British Labour Party, and his devolutionary reformism is to be seen in that light. Yet his final text transcended politics and engaged his audience at an ethical level, treating of the freedom and duty of conscience, the justifiability of revolution, and life lived as an end. The centralized framework is necessary, but has now, in the main, been created except as regards a world government. The danger now is lest this framework should be thought to be all that is needed. State Socialism exists in Russia, and the prestige of Russia has led many to think that State Socialism is synonymous with Utopia. I believe this to be a profound mistake. Before the Russian Revolution there were syndicalists and guild socialists, whose aims, in my opinion, should be revived. It is true that many of those who formerly, though socialists, feared the omnipotence of the State, forgot their fears in admiration of what seemed to them the successful efficiency of the Soviet régime. But for my part I think it important to remember aims that were prominent before , if nominal reforms are not to produce even worse evils than those that they are intended to cure. The first and most obvious region in which decentralization is desirable is local government. For reasons of which I do not dispute the validity, an increasing part of the finance of local government has come to be paid out of taxes, with the result that the central government, and especially the Treasury, is able more and more to control local authorities, and to forbid any bold scheme which may possibly involve expenditure for which there is not adequate precedent. Owing 〈to〉 the method of assessment, rates are more unpopular than taxes. County Councillors and Town Councillors are still unpaid, as Members of Parliament were formerly. These are among the reasons for the very general apathy on questions of local government. There are of course other reasons, quite as important. Whenever there is war or the fear of war, it is natural that political interest should be concentrated on the central government, which has to decide this supremely important issue. Readers of newspapers, for the most part, no longer read truly local newspapers, but journals addressed equally to all parts of the country, and therefore concerned almost wholly with national... He studied mathematics and philosophy at Trinity College, Cambridge, 1890–1894, was a Fellow of Trinity College, 1895–1901, a Fellow of the Royal Society in 1908, and was a lecturer in philosophy, 1910–1916. This book provides a formal ontology of senses and the belief-relation that grounds the distinction between de dicto, de re, and de se beliefs as well as the opacity of belief reports. According to this ontology, the relata of the belief-relation are an agent and a special sort of object-dependent sense (a "thought-content"), the latter being an "abstract" property encoding various syntactic and semantic constraints on sentences of a language of thought. One bears the belief-relation to a thought-content T just (...) in case one (is disposed as one who) inwardly affirms a certain sentence S of one’s language of thought that satisfies what T encodes, which in turn requires that S’s non-logical parts stand in appropriate semantical relations to items specified by T. Since these items may include other senses as well as ordinary objects, beliefs of arbitrary complexity are automatically accommodated. Within the framework of the formal ontology, a context-dependent compositional semantics is then provided for a fragment of regimented English capable of formulating ascriptions of belief—a semantics that treats substitutional opacity as a genuine semantic datum. Finally, the resulting picture of belief and its attribution is defended by showing how it solves standard puzzles, avoids objections to rival accounts, and satisfies certain adequacy conditions not fulfilled by traditional theories. Along the way, clarification and defense is offered for the ingredient conception of object-dependent senses, and it is shown how adoption of the language of thought hypothesis permits Bertrand Russell’s obscure doctrine of logical forms to be understood in a way that not only vindicates his Multiple Relation theory of de re belief but also reveals the connection between these logical forms and thought-contents. Bertrand Russell was a meta-ethical pioneer, the original inventor of both emotivism and the error theory. Why, having abandoned emotivism for the error theory, did he switch back to emotivism in the 1920s? Perhaps he did not relish the thought that as a moralist he was a professional hypocrite. In addition, Russell's version of the error theory suffers from severe defects. He commits the naturalistic fallacy and runs afoul of his own and Moore's arguments against subjectivism. These defects could (...) be repaired, but only by abandoning Russell's semantics.Russell preferred to revert to emotivism. (shrink)

Were Russell alive and still with us, one could apologize to him for the degree of travesty and oversimplification which the present task has involved. But his inspiration is no longer a living one and it is still a live question in the philosophy of logic whether or not it makes sense to apologize to the shades of the departed. The general editorial plan behind The Collected Papers of Bertrand Russell calls for two parallel series, one concerned with Russell's work on philosophy, logic and mathematics, the other with his less technical contributions in areas such as politics, practical ethics, history and education. Volume 1, sub-titled Cambridge Essays, 1888–99, is in a sense the ancestral volume of both series, for it comprises both technical and non-technical subjects. Russell appears here as diarist, public speaker, political commentator, as well as apprentice (...) philosopher and expert on non-Euclidian geometries. The Collected Papers as a whole will span the more than 80 years of Russell's writings devoted to a formidable range of topics from the personal to the highly abstract but, large as it is, this publishing project will make no attempt to bring together the totality of his writings, since many of these remain in print and are readily available. Instead, the project's distinct emphasis will be on Russell's shorter writings, such as essays, articles, reviews and speeches, which are not so easily located, even when previously published. Grouped together in convenient subdivisions, these papers will chronicle for us Russell's intellectual and social growth to an extent even greater than that attempted by Russell himself in his three-volume Autobiography or in My Philosophical Development, and they will also serve to acquaint us with the thoughts, feelings and attitudes of the venerable figure behind the well-known major books. The project's essential aim, then, is to mine and refine the vast Russell Archives in a way that will yield a permanent foundation of study for anyone, whether mere admirer or life-long scholar, who has any interest in Russell's life and work.
